Desktop apps always ask permission to access data from other apps

Description

OpenCode Desktop always shows a permission popup to access data from other apps when launched, even if I press Allow.

If your issue is specifically about the permission dialog reappearing after granting access (rather than unexpected permissions for unrelated directories), it may be a distinct bug worth keeping open. Please review #14982 and let us know if your issue is already covered there.
