Commenting with shortcut (Ctrl + Shift + 7) doesn't work on windows.

Tested on two Windows 7 Machines. The shortcut works good on OSX.
Clicking the Menu also works fine.

@HPrinz the shortcut is actually Ctrl+Shift+/ (forward slash). Does the menu item look like it says "7" on your machine? Can you include a screenshot?

The shortcut IS Ctrl + / but on most keyboards this is only possible by typing Ctrl + Shift + 7, because Shift + 7 = /.

What locale is your keyboard? On an English keyboard, "/" is unshifted and Shift+/ = "?".

Ah, maybe that's the point. Its a german keyboard, layouted like this one:

Ok, thanks -- that explains it! This is already being tracked as Keyboard shortcuts for non-US keyboard layouts in our feature backlog, so I'm closing this bug. Feel free to upvote the feature in Trello to indicate your interest.

As a workaround in the meantime, you can modify www/base-config/keyboard.json in your local copy of Brackets to select a different shortcut. Search for edit.lineComment and edit.blockComment.
