Clicking scrollbar while menu is shown doesn't close menu

1. Cause a top-level menu or context menu to be displayed
2. Scroll by clicking the scrollbar

Result:
the menu/context menu remains on screen

Expected
menu/context menu should close

@tvoliter, @redmunds: this repros as far back as Sprint 7 too. Similar to #1076, could we make this not required for Sprint 10? It probably makes sense to fix those two together anyway.

I am ok with that since the bugs are not regressions due to work for this sprint. I think we should fix resizing the window case as well when this is fixed.

I assume when we do fix this we could call getScrollerElement() on codemirror and listen for scroll events in order to remove the "open" class from all "dropdown" elements?

It's also possible to repro the bug without scrolling -- by clicking the thumb without dragging, or by clicking the up/down arrows when the view is already scrolled all the way. Not sure if those cases are common enough to care about, though.
