feat: transaction retry with backoff strategies

1. New Backoff Strategies Added (backoff.go file):

   • Introduces a new file backoff.go implementing several backoff strategies:
     • ExponentialBackoff (with and without jitter)
     • LinearBackoff
     • Jitter types supported: NoJitter, FullJitter, EqualJitter
   • Provides configuration structs for these strategies and functions for creating default/exponential/linear backoff behaviors.
   • Each strategy allows customization of base delay, maximum delay, multiplier, increment, and jitter type.

2. Integration with Transaction Retry Logic (tx.go):

   • Adds a BackoffDelayFunc type for defining backoff delay logic.
   • Updates TxOptions to include a BackoffDelayFunc field.
   • Modifies transaction retry logic in RunInTxContext to use the specified backoff function between retry attempts on serialization failure.
   • Implements a backoffTimer helper struct to handle waiting according to the specified backoff strategy, supporting cancellation via context.
   • Ensures the timer is properly stopped and cleaned up.
