Advanced Throwing - Improve throwable checking, optimize config lookups

Re-opening of #11052, which was merged and then reverted because 2.22 is not yet released.

When merged this pull request will:

• Use the new throwables command syntax. throwables is better than magazines as it also includes magazines loaded into Throw muzzles.
  • This now makes ACE require Arma 2.22
• Optimize some config lookups by saving the config path to the magazine to a variable
