Refine UI and consistency around Scan actions

Changes:

• Refine the rendering and consistency for the Scan actions (view, download, delete) in the Inventory tab, Scan tab, and Scan list.
• Add a new "Refresh Scan" action (not available in the Scan inventory yet)
