Adds support for decorrelating the alpha_s nuisance across rapidity bins (setupRabbit.py option + TheoryHelper), with a plotting script for the decorrelated parameters.

The SCETlib NP continuous parameter model originally in this PR has been split out into its own PR.

- restore default plot outfolder to a dummy subfolder
- replace --fitAlphaSRapidityDecorr with --fitAlphasDecorr, taking the
  axes to decorrelate as arguments like --fitMassDecorr/--fitWidthDecorr
  (also honoring --decorrAxlim/--decorrRebin/--decorrAbsval)
- import get_values_and_impacts_as_panda from plot_decorr_params instead
  of duplicating it

Address review comments: drop the separate fakelumi nuisance and instead
treat --lumiUncertainty 0 as an unconstrained lumi parameter in the
existing luminosity block, using the automatic uncertainty as the size
of the variation.
