chore(recipes): create top-level recipes/ directory and migrate pattern-7 stanzas

Context

Per audit issue #421 finding 3:

PR #406's title says "OTTL stanzas + bridge for pattern #7" implying `recipes/pattern-7-thermal-throttle/{ottl.yaml,bridge.yaml,README.md}`. Actual file path is `docs/integrations/examples/filelog-container.yaml` (an in-place edit). `find . -maxdepth 2 -type d -name 'recipes'` returns nothing.

PR #415 (pattern-2 IB OTTL) created `docs/integrations/examples/` placement matching #406, so the convention is consistent in-tree even if the merge title is misleading.

Scope

Pick ONE:

• (A) Migrate pattern-7 + pattern-2 OTTL content to a new top-level `recipes/pattern-N/{ottl.yaml,README.md}` layout. Update feat(recipes): OTTL stanzas + bridge for pattern #7 (#364 #365) #406 + feat(recipe): pattern-2 IB link flap OTTL stanza (#393) #415 cross-links.
• (B) Update the PR titles + commit-message convention going forward; do NOT migrate (current placement is fine).

Recommend (B) — discoverability cost is low (file-search hits both paths), migration cost is high (cross-link rot across 6+ docs).
