Bug: $translucent 1 don't work on decals

Describe the bug

"$translucent" 1 don't work on p2ce (stunned, it's work for momentum mod), I actually use "decals/decalkleinerpuddle001" and it's don't reflect

as you can see the world doesn't reflectve on p2ce but do on p2ce

I actually making a map for p2ce with portal 1 style backport to see what happen in portal 1(recompile etc) and see what happen so here test map and screenshot

To Reproduce

1. open map translucent_dontwork
2. compare with portal 1 vs p2ce
