Add Geant4Reweight configs

Adding cafmaker configs to make use of the Geant4Reweight package, which is compatible with sbncode v10_06_00_05 and allows for systematics related to post-FSI hadronic interactions in the argon volume via reweighting. Weights are available for protons, neutrons, charged pions, and charged kaons. (This is identical to PR 851, which I closed after realizing it was going into develop rather than release/SBN2025A as I intended.)

Note that updating the sbncode dependency also requires an updated dependency in icarusalg, reflected in icarusalg PR 96.
