Switch onInput to onChange in ApiOptions.tsx to allow direct decimal input for prices.

• Behavior:
  • Change onInput to onChange in ApiOptions.tsx for openAiCustomModelInfo input fields.
  • Allows direct entry of decimal points in input/output prices.
• Functions:
  • handleInputChange now uses onChange for parsing input values.
