Adds OpenAgentRelay under Remote Access.
When configured with Codex CLI as the publisher command, it exposes a restricted local Codex capability to teammates or other agents over a trusted LAN. It provides keyed access, target verification, structured JSON output, and meaningful exit codes without moving the publisher's source or credentials.
