Ok, so this is actually an easy fix. Right mouse click the WoW_Patched.exe and choose "Run as Administrator" the client will begin to download and after a few minutes the game will launch.

I had this issue on win 10. Tried what I read about unchecking read only and running as admin. Neither of those helped. I ended up searching the error and came upon a private server community post that got it working for me. http://forum.monster-wow.com/index.php?/topic/55542-cas-error-715/
