Picks up the verdict contract (#3497), failure taxonomy (#3498), and policy engine (#3500) exports shipped in core 0.11.0. The old ^0.10.10 caret stops before 0.11.0, so bump explicitly. Blocked on Query-Doctor/Site#3519 publishing core 0.11.0 to npm — run `npm install` to sync package-lock.json once it's available, then mark ready.
