Sync qsl.toml with the QPK pin
Updating the runtime dependency to f0d6bc... here leaves qsl.toml still requiring the old 2381aa... QPK commit. In this repo tests/test_qsl_metadata.py derives the QPK pin from this pyproject dependency and asserts it matches qsl.requires.quant_platform_kit, so python -m pytest tests/test_qsl_metadata.py -q now fails and the platform metadata consumed by QSL tooling is inconsistent with the installed dependency.
