CI: Add PostgreSQL deb caching to CI pipeline

Add caching of PostgreSQL server and client .deb packages to CI, similar to MySQL tarball caching. This enables running PostgreSQL integration tests in CI.

Part of Phase 3 — PostgreSQL provider.
