PR Summary
Add a new sample for Windows PowerShell showcasing a few DSC features for Resource developers, such as logging errors.
There are a few questions left. For example, it's unclear to me whether it's a good idea to do parameter validation in the resource implementation, or if the schemas provide better tools for that, but I couldn't figure out a better approach by reading the docs and skimming over the code base.
