Webform Auto Exports

The Webform Auto Exports module has been a part of this repository for a long time.

However, it has an existing issue with files not being attached. I have made a MR with a potential fix.

While this has not yet made it into an official release i propose a patch that ensures attached files.

We have been asked to review this issue/PR. Normally we would estimate the time we expect to spend on it before we do the review. However, since the review was not very large, we have done the review right away.

This review and the review of issue #178 have taken us a total of 1 hour, which we hope is OK that we invoice OS2 for.
