As suggested by @shepazu (at approx. 37:30 in the 2020 TPAC talk on Maps for HTML) and also discussed in Maps4HTML/MapML.js#151, it is conceivable that certain map elements (including map) have implicit ARIA roles, such that users of ATs can identify the context in which they're in.
I believe we've said that interactive maps and static maps are distinct enough that they may deserve separate ARIA roles. For example map and staticmap.
