[Feature] RichEditToolbar component

Describe the feature

A simple toolbar extension component to the RichEditBox, similar in construct to the InkToolbar, whereby a user can alter the styling of their input text.

Rationale for the feature

The right-click context menu for the RichEditBox is not an obvious user experience and requires it to be discovered.

Most rich text editors come with a toolbar of easy to discover, one click options to edit the styling of the text.

This includes GitHub's UX for example:

Researching this, looks like RichEditBox is not supported by the Uno Platform yet (unoplatform/uno#3848).

Can be built out for Windows however.
