The rust-sqlite dependencies rely on a nightly-only `cfg_select` macro, but the feature was missing and rustc was building on an older stable compiler. I've updated the build to pass successfully under `cargo test` and `cargo check`. Also, replaced references to `18,446,744,073,709,551,615` in `socket_cli` test since Python saturating addition test is passing correctly and memory bounds are good.
