feat: add pinact action

Description

Adds pinact action. This can be used to quickly make all workflows and actions use SHA hashes instead of tags for reusable actions.

@AndyScherzinger not sure how often you're running pinact, but just FYI

pinact also accepted my PR (suzuki-shunsuke/pinact#1365) to make the version separator configurable, so it you can set it to # for cases where that's required.

Nice! I do use it quite a bit these days 👍
But we always had #single spaced also in the past and no linting for this, but great to see it is now configurable 🎉
