npx hardhat lz:oapp:config:get:default broken in upgradeable example

probably due to change in artifacts handling in hardhat.config.ts

I have verified the issue:

tests/issue-1028-test $ npx hardhat lz:oapp:config:get:default 
Could not find MNEMONIC or PRIVATE_KEY environment variables. It will not be possible to execute transactions in your example.
An unexpected error occurred:
