Why is Pkg.jl a dependency?

I've been hunting invalidations in Pkg.jl. I decided to try to decouple SnoopCompile from Pkg.jl so I would not have to recompile SnoopCompile while modifying Pkg.

However, I could not find any direct usage of Pkg.jl other than in utils/dev.jl which is not actually included in the package. Did I miss something?
