This PR adds compute follows data keywords to dpnp.frombuffer, dpnp.fromfile and dpnp.fromstring functions.
The implementation relies on appropriate NumPy functions where the result is coerced to a DPNP array through dpnp.asarray call with device aware keywords passed.
