This PR pins specific, last known to work, version of SYCLOS compiler instead of using the latest nightly build.

Reproducer has been filed for the compiler team to investigate.

  • Have you provided a meaningful PR description?

  • Have you tested your changes locally for CPU and GPU devices?
  • Have you made sure that new changes do not introduce compiler warnings?

This PR pins specific, last known to work, version of SYCLOS compiler
instead of using the latest nightly build.

Reproducer CMPLRLLVM-49389 has been filed for the compiler team to
investigate.

This PR also modifies name of Debian package that install DPC++ compiler from oneAPI from intel-oneapi-dpcpp-cpp-compiler to intel-oneapi-compiler-dpcpp-cpp.
