Enlighten me, why do we need rust and cargo ? |

Needed to build cryptography from source, https://cryptography.io/en/latest/faq.html#installing-cryptography-fails-with-error-can-not-find-rust-compiler. Perhaps not needed on 3.7 and onwards if there are recent wheels available. We can resolve #77 first. |
