Add support for characters 'ⱤⱮⱭǴǤǥ' in IBM Plex Sans, Serif, and Mono

Please add the following characters to the IBM Plex font families:

• Ɽ (U+2C64)
• Ɱ (U+2C6E)
• Ɑ (U+2C6D)
• Ǵ (U+01F4)
• Ǥ (U+01E4)
• ǥ (U+01E5)

Font families to update:

• IBM Plex Sans
• IBM Plex Serif
• IBM Plex Mono

Reason:
These characters are needed for better Unicode coverage, especially for linguistic, academic, and regional uses. Adding them will improve the font’s utility and inclusiveness.
