Feature Request - CPE Search form for CPE Base String Suggestion

One of the original goals of this effort was to enable CPE Base String determination consistency. Currently, the project is centered on accepting CVE records and processing the affected arrays. It would be useful to allow another processing pathway that performed a top10 options assessment for input provided by a user.

First steps would be to provide a CLI submission and return a list of top10 CPE Base strings data.
