Describe the feature or resource

Request for Data Cache config support in Config Connector. This product is currently present in the Google Terraform provider(Data Cache Count) but not KCC.

Cool feature @bkauf 🎉

I think this is a request to add the data_cache_count field to the ContainerCluster and ContainerNodePool resource. (I think we would encourage users to use the ContainerNodePool, but probably want it on both nonetheless).

I've added tags, but if that's not right please LMK!
