Start with removing the dependencies in batches from the App and ultimately remove the argument from onyx.
I think we could take it in reverse - remove the deps carefully from the app first, add a rule so no new useOnyx with deps are added and then once clear, strip it from onyx

I reviewed the changes in this PR against the help site content under App/docs/articles and confirmed no updates are needed, so I did not create a draft docs PR.

Why: This is a purely internal refactor. Per the linked issue Expensify/App#66391, the goal is to deprecate Onyx.connect() in favor of useOnyx for PERSONAL_DETAILS_LIST. This PR does that by passing ownerLogin as an explicit parameter to the violation-checking utilities (isViolationDismissed, getVisibleTransactionViolations, isDuplicateTransaction, getTransactionThreadPrimaryAction, etc.) instead of deriving it internally.

There is no change to user-facing behavior, feature names, tab names, settings labels, or buttons — the QA steps simply verify that the existing duplicate-violation display continues to work unchanged. The help site documents product behavior, none of which is affected here.
