Explanation of Change

Migrate remaining InteractionManager.runAfterInteractions usages to TransitionTracker.runAfterTransitions or remove them where unnecessary. Simplifies OptionRow's onSelectRow callback, removes the focus-blur hack in NewTaskPage (replaced by shouldSkipFocusAfterTransition prop on Header, same approach as #92057 which applied the identical fix to the submit expense confirmation page).

Tests

Per diem submit expense

1. Create a workspace and enable Per Diem
2. Upload an Excel/CSV file with subrates to the workspace's Per Diem settings
3. Create a new Per Diem expense
4. Select a subrate from the picker
5. Verify that after selecting a subrate, the Quantity text input receives focus automatically and no errors appear when going back from the subrates screen
6. Without filling in the Quantity, open the subrates screen again and choose other subrate
7. Verify that this time an error is shown for the empty Quantity field

New task page focus

1. Navigate to create a new task (e.g. via the FAB → Assign task)
2. Fill in the task title and description, then use Tab to move focus to the Continue button and press Enter to proceed to the confirmation page
3. Verify that the header back button does NOT steal focus from the confirm button
4. Press Enter and verify it triggers the confirm action (not the back button)
