[Better Expense Report View] Fix incorrect navigation when dismissing attachment modal

Explanation of Change

The problem with closing the attachment modal in the new report table view is that the attachment modal uses a report of type chat to display the attachment.
However, in the new view, we are using the chatReportID (type expense) of the said report.
This causes the ID to mismatch, and dismissModal can't run properly, so we get a redirect here:

We need to get correct reportID from navigation state and if it is equal to reportID from params & if we are on MoneyRequestReport screen we should run dismissModal

I'm closing this because #60698 was merged and fixed this issue.
