• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers

@nkdengineer The QA steps passed. However, is this PR intended to solve the full issue? As the issue is not that the Allow deleting transactions toggle is supposed to be enabled by default. It is that you're able to delete transactions after assigning a card with the toggle disabled. LMK if I am missing something though.

@joekaufmanexpensify I believe we agreed that the be default now is personal so by default users can delete the transactions. That is how it worked in oldDot. So we just updating it here so the toggle is correct.

We also agreed we would like to change this default - that is larger change across the stack so that will be handled elsewhere. Does that make sense?

For sure, that makes sense. I am good with that plan. It just wasn't clear to me based on the QA steps if I should just be making sure that Allow deleting transactions is enabled by default.

Or if I should also be making sure you can delete transactions imported when it is enabled and can't for transactions imported when it is disabled. As this second piece is the key part of the bug, but the QA steps didn't mention it, so wasn't sure if it was being handled in a different PR.

I see i think that second part always worked, but we got confused because the toggle was showing wrong thing

@mountiny I just retested this now and it doesn't seem to be working. If i assign a card when allow deleting transactions is toggled on, I am not seeing the option to delete them. I also checked after importing with it toggled off and also no option to delete there.

There's a deploy blocker (for staging only) about the delete transaction toggle here, though this PR is already on production so I don't think this is it. Was there a related backend change yesterday maybe?
