Explanation of Change

We are now returning the onboarding nvp as empty object instead of an array so we need to update the onboarding logic to handle the empty object case same as array.

Test 1:

1. Go to staging.new.expensify.com.
2. Login with any account.
3. Create a public room.
4. Log out.
5. Visit the above link (anonymously).
6. Verify that no onboarding modal shows up.
7. Click on FAB > "Take a 2-minute tour"
8. The tour link opens in a new tab. Go back to the staging.new.expensify.com public room tab.
9. Click on FAB
10. Verify that the "Take a 2-minute tour" option is not present in FAB anymore.

Test 2:

1. Go to staging.new.expensify.com.
2. Log in with Expensifail account.
3. Verify that no onboarding modal shows up.
4. Click FAB.
5. Open tour link.
6. Complete the tour.
7. Go back to ND.
8. Open FAB.
9. Verify that the "Take a 2-minute tour" option is not present in FAB anymore.
