[No QA] Log when persisted requests are removed or updated

Explanation of Change

In the linked issue we had a situation where a RequestMoney request was pushed on the SequentialQueue, but then it never got processed by the server and seems to have been silently removed from the queue. There does not seem to be enough logs presently to figure out what happened and why, so add logs to make it easier to debug the problem in the future.
