Revert using timestamps for created when submitting money requests

Details

We have a big inconsistency between oldDot and newDot regarding transactions. OldDot has always stored created date as a date without any time on it (unless it was a credit card transaction). But money requests from newDot store the whole timestamp with date and time.

This is breaking duplicate detection since we have always assumed the date of the transaction does not come with a time. Because of that, I am reverting the changes in #34784
