Details

Fixes a bug where we create a report action with an empty ID. Also removes clearing the pendingAction for IOU actions on successData and relies on the API to do that, since we cannot guarantee that the IOU action is indeed created in case we just queue a reimbursement.

6. [Admin] Go back to 1:1 DM and return to expense preview to see the skeleton loading if needed
