Add policy?.autoReporting check to correct "is instant submit enabled" function

Tests

1. Create collect policy on instant submit, make it your default (via OldDot)
   • Make it show up in NewDot by opening the workspace in OldDot, and running this in your console:

   p = Policy.getCurrent();
   p.policy.isPolicyExpenseChatEnabled = true;
   p.save();
   

2. THEN turn "Scheduled submit" off (in OldDot)
   • Check Onyx -> If the policy's autoReporting setting is still true, we need to fix that in a backend PR 😅
   • Also if the policy's autoReporting setting is still true, log out / in and make sure it is now false
3. In NewDot, request money from the workspace chat
4. Verify Report gets created, in open state (can be verified in OldDot) and you can see the Submit button
5. Log out / in, make sure the report looks the same in NewDot

• Verify that no errors appear in the JS console

Steps 3 - 5 can be done offline, but not steps 1 and 2

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
• I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)
