[No QA] Set DEVELOPER_DIR for iOS only

Fixing broken desktop deploys (broken by #33775).

This is kind of a temporary fix. Long-term we'll need to make universal desktop builds work from Apple Silicon runners and upgrade the desktop build step to use macos-13 runners. Also, once actions/runner-images#9069 is resolved then we should be able to remove the DEVELOPER_DIR environment variable entirely.

Edit: actions/runner-images#9069 was resolved 2 hours ago, but for the sake of unblocking deploy I'll suggest that we remove DEVELOPER_DIR in a separate PR because that relates to iOS and this relates to desktop, and the iOS builds are currently working fine.
