This change has led to a regression in #32590. It appears that this modification merely hides the original bug rather than addressing its root cause. For a more comprehensive examination, please refer to #32590 (comment).

The purpose of isLoggingInAsNewUser is to manage the transition of URLs from the oldDot, which includes the email as a parameter in the URL. By employing it in this context, its value will be set to truein all cases where the URL lacks an email parameter (typically the case for all URLs in the app). Consequently, with every refresh, the openApp command will be executed.
