[Due for payment 2026-07-23] Update the table component to use loading spinners instead of loading skeletons

After discussing with @shawnborton, we're going to simplify table implementations by showing a loading spinner when data is loading, instead of a loading skeleton. Lets update the previous table implementations to reflect this
