[Due for payment 2026-06-26] Pressing Escape during passkey registration causes cancel confirm modal to flash open then close

Description

When pressing the Escape key on the passkey registration prompt page, the cancel confirmation modal briefly flashes open and then immediately closes. The expected behavior is that pressing Escape should behave the same as clicking outside the RHP — i.e., it should open the cancel confirmation modal and keep it open (as if the user had clicked the Cancel button flow).

Steps to Reproduce

1. Begin the passkey registration flow (e.g. via the troubleshoot/test page or virtual card reveal).
2. On the prompt page, press the Escape key.

Expected Behavior

The cancel confirmation modal opens and stays open, mirroring the click-outside behavior.

Actual Behavior

The cancel confirmation modal flashes open momentarily and then immediately closes. This also reproduces on main, so it is a pre-existing issue separate from the buttons-not-working bug.

Notes

• Tracked as a follow-up from the passkey registration bug investigation.
