[Due for payment 2026-06-17] [DB MileageRate] App: Make distance request creation choose date-aware mileage rates

Add date bounds to MileageRate, update getMileageRates(), make getCustomUnitRateID date-aware, pass created date through create flow call sites, and recalculate draft rate when date changes.
