Action Performed:

Precondition:

• Workspace is connected to Sage Intacct.
• Disable Approvals and Payments in Workflows settings.

1. Go to staging.new.expensify.com
2. Go to workspace chat.
3. Create an expense.
4. Click Submit.
5. Open the report.
6. Click More > Export > Mark as exported.
7. Click More > Retract.

Expected Result:

Reopen report warning modal will show up.

Actual Result:

Reopen report warning modal does not show up.
The report cannot be retracted.

Investigation Summary: Frontend bug. Causing PR: #87361 (Extract secondary action hooks and components from MoneyReportHeader) by @TMisiukiewicz - High confidence. Recommendation: REVERT. PR #87361 is a large refactoring of MoneyReportHeader (~2448 to ~298 lines) that extracts business logic into focused hooks. The retract/reopen warning modal logic was migrated into useLifecycleActions.tsx. The bug is staging-only (v9.3.60-1, merged 2026-04-15). The melvin-bot also attributed this PR to the blocker. Reverting is the safest path given the size and scope. Evidence: (1) Reproducible only on staging, not production. (2) PR is in StagingDeployCash checklist for v9.3.60-1. (3) melvin-bot attributed this PR. (4) PR rewrote MoneyReportHeader, moving RETRACT/REOPEN handlers to useLifecycleActions.tsx. Verification: RETRACT handler in src/hooks/useLifecycleActions.tsx (lines 309-342) only shows the warning modal when isExported is true. A regression in this isExported check causes the modal to be skipped and retractReport to be called without confirmation, or to fail silently. Root Cause: The large refactor introduced a regression in how isExported is evaluated in the new hook structure, causing the Reopen report warning modal to not appear when clicking Retract on a Sage Intacct-connected workspace with disabled approvals/payments. Assigned: @TMisiukiewicz @abzokhattab @rlinoz. Labels: DeployBlockerCash kept (Frontend bug).
