Add isSubmitPolicy checks to redirect to ROUTES.WORKSPACE_UPGRADE when attempting to enable: Roles, Approvals, Payments, Accounting, Company Cards, Expensify Card, Travel, and Invoicing across WorkspaceMemberDetailsRolePage.tsx, WorkspaceWorkflowsPage.tsx, WorkspaceMoreFeaturesPage.tsx, and AccountingContext/index.tsx.

@garrettmknight I think we will hide this under beta, right? Ideally we should hold this PR for #87283 since they have some common logic, but it's ready for review @abzokhattab

Also, do we need to update the upgrade text here? Currently it's Travel is available on the Collect plan, starting at $9 per member per month.

I don't think these upgrades actually need to be behind beta since there isn't an option to create a Submit workspace outside of the beta, so no one should be able to access them. Agreed the copy should by $5:
