[Due for payment 2026-04-30] Action badge follow-ups: deep link to reportAction and remove Pinned text

Description

Follow-up fixes for the action badge feature (#84764, PR #85025):

1. Fix LHN navigation to deep link to reportAction — When pressing on a row in the LHN, it should deep link directly to the specific reportAction attached to the GBR/RBR, rather than scrolling to the bottom of the chat.

2. Remove the word "Pinned" from the badge — The Pinned badge should only show the pin icon, without the text label.
