Action Performed:
Sign in to ND with a new gmail account, selecting "Track and budget", do not create a workspace
Switch to Classic in Troubleshoot
In OD open Expenses - New expense - Scan receipt, upload a valid receipt
Refresh the page and make sure "Scanning..." is no longer displayed
Click "Try new Expensify", observe system message in the self DM LHN
Expected Result:
System message reads "Tracking $xx for [Merchant]"
