[Due for payment 2026-03-06] [Due for payment 2026-02-19] [Splits in NewDot] Handle the `Distance` and `Rate` fields

We need to modify how the Distance and Rate fields are handled for splits.

1. Allow users to edit the distance rate and distance on individual splits without opening the split table
2. Still launch the Edit Splits table when editing the amount.
3. Remove limitations on saving splits when they increase or decrease the sum of all splits above/below the original amount. Still show the warn in the split table, but allow them to save.
4. Distance and rate field rows should get added to the Edit Splits screen as well
