Action Performed:

1. Go to staging.new.expensify.com
2. Go offline
3. Go to FAB > Start chat
4. Enter email of new user and select it

Expected Result:

LHN will show fallback avatar

Actual Result:

LHN shows no avatar
Report view shows blank avatar instead of fallback avatar
